Provides brief history of Presidential regulatory review and describes the establishment of the Office of Information and Regulatory Affairs (OIRA) review process. Examines regulatory review under Executive Order 12866; the effect of OIRA reviews on agency rules; changes in OIRA policies and practices under the Bush Administration; additional OIRA responsibilities; and potential legislative issues regarding OIRA regulatory review authority.
