Provides detailed county-by-county data for each State regarding the percentage of TV households located in TV markets outside the State and whether there are any in-State stations serving those households. Explains how existing statutes and rules affect the TV programming available to consumers through broadcast, cable, and satellite TV; and discusses potential ways to provide TV programming that better meets the needs of local communities. Reviews issues for Congress, including broadcaster obligations within and beyond the city of license, and increasing the flexibility of cable carriage rules and satellite local-into-local programming.
