Provides brief overview of the new Multilateral Debt Relief Initiative (MDRI), which allows for full cancellation of eligible debts owed to the IMF, World Bank, and the African Development Bank for select countries participating in the heavily indebted poor countries program. Discusses MDRI implementation and policy issues regarding the efficacy of debt relief as a form of foreign assistance.
