Reviews the small business innovation research (SBIR) program within major Federal R&D agencies, created by P.L. 97-219, the Small Business Innovation Development Act of 1982, and intended to increase participation of small innovative companies in federally funded R&D. Discusses reauthorization legislation in the 110th and 111th Congresses. Provides side-by-side comparison of H.R. 5819 and S. 3362, both to reauthorize and amend the SBIR program; and reviews issues for consideration.
