Examines technology and administration of the Emergency Alert System, which is jointly managed by FEMA and the FCC in cooperation with the National Weather Service. Discusses modifications to the NOAA weather radio all-hazard network, key proposals for change, and an executive order specifying a public alert and warning system. Summarizes the Warning, Alert, and Response Network Act, Title VI of P.L. 109-347, which required the establishment of a Commercial Mobile Service Alert Advisory Committee by FCC; and outlines other Federal emergency warning systems. Reviews current Congressional initiatives, focusing on H.R. 2591, the Integrated Public Alert and Warning System Modernization Act of 2009.
