Examines Federal efforts to address bioterrorism threat in key areas of strategic planning; risk assessment; surveillance; and development, procurement, and distribution of medical countermeasures. Considers effectiveness and sufficiency of programs implementing these aspects of Federal biodefense efforts, suggestions from outside analysts for improving Government efforts, and current options for Congress.
