Covers procedures governing formal rulemaking, informal rulemaking, hybrid rulemaking, direct final rulemaking, and negotiated rulemaking. Addresses exceptions to APA informal rulemaking requirements, and examines standards that reviewing courts will use to discern whether agency rules have been validly promulgated.
