Discusses concept of "disconnectedness," as well as protective factors youth can develop during childhood and adolescence to mitigate poor outcomes. Describes evolution of Federal youth policy, current Federal programs targeted at vulnerable youth, challenges of coordinating programs for youth among Federal agencies, and Federal legislation and initiatives to promote positive youth development.
