Explains legal status of marijuana in the U.S., in which the manufacture, distribution, dispensation, and possession of marijuana is generally prohibited under P.L. 91-513, the Controlled Substances Act. Discusses issues raised by State marijuana decriminalization initiatives, including legal exceptions for medical use and legalization of certain quantities for recreational use. Addresses public support for legalization of marijuana, and examines history, current status, and future direction of Federal marijuana policy.
