Considers whether the Public Utility Regulatory Policies Act of 1978 (PURPA) should be amended to require utilities to provide power by least cost means; and/or to permit the Federal Energy Regulatory Commission to order an electric company to wheel power (transfer a second company's power to a third company) when doing so would be against the wheeling company's competitive interests, but would result in the most efficient use of electric capacity and would lower costs.
