Discusses issues in negotiations between U.S. and Philippines to determine status of U.S. military base rights after the current agreement expires in 9/91, impact of U.S. withdrawal versus extension of rights, and decisions facing Congress if U.S. retains rights. Also reviews strategic importance of the bases in supporting U.S. policies and military presence in the Western Pacific and the Indian Ocean and Persian Gulf, and Filipino attitudes toward the bases.
