Examines background, funding, and other aspects of the FAA Airport Improvement Program (AIP), including the Airport and Airway Trust Fund, the Federal role in AIP financing, funding distribution, and passenger facility charges, and looks at Congressional issues, including AIP reauthorization proposals, budgetary treatment of the Aviation Trust Fund, airport capital needs, noise mitigation, and aviation security legislation. Examines founding legislation, including the Airport and Airway Development and Revenue Acts of 1970 and the Airport and Airway Improvement Act of 1982.
